SOUTH WALES VALLEYS BASKETBALL ASSOCIATION
LEAGUE RULES 2008/2009
1. ENTRY
a. Entry to the league is by INVITATION only and applications will only be accepted on receipt of the official
SWVBA form and deposit (as determined at the AGM).
b. New clubs to the league will be asked to pay a SURETY FEE . If clubs play all their fixtures, including
tournament games and are not deemed responsible for any misbehaviour, this fee will be re-imbursed if the
club leaves the League.
c. Member clubs MUST compete in any competition organised by the league and failure to do so will incur a £25
fine.
d. Each club must nominate two qualified or competent referees. The league committee can use
their discretion to waive this rule for new member clubs (but see rule 3 h).
- Each club must have a qualified coach. The League committee may waive this rule for new clubs (but see rule 3 i)
- All clubs and their members (ie coaches, players and officials) MUST be affiliated / registered with the Basketball Association of Wales by whatever date is set by the BAW. No one who does not hold a valid and current registration card issued by the BAW will be allowed to participate in a SWVBA match. This applies to coaches, players, team followers, referees or table officials.
2. FEES
a. All fees payable to the SWVBA (Club League fees, and Club surety fees) must be paid by Nov.1st.
b. All SWVBA fees shall be determined at the Annual General Meeting.
3. CLUB RESPONSIBILITIES
- To ensure club representatives attend the South Wales Valleys Basketball Association's Annual General Meeting.
- All clubs must nominate a representative to serve on the SWVBA committee.
c. If a club has more than one team in the same league the club must nominate their strongest 8 players who may not represent their second team in any SWVBA competition.. The League Management Committee reserves the right to scrutinise and amend this list if considered necessary.
d. No player can transfer to another team (or club) more than once in a season.
e. Players and clubs MUST observe the ‘CODE OF CONDUCT’ (see rule 7)
Coaches will be held responsible, break the code & the team &/or club may be banned.
f. To fulfil fixtures to time, equal priority must be given to all teams within a club.
- Matches must not be cancelled if a team cannot field its best players.
- All clubs must nominate two individuals to participate in a referee course each season.
- All clubs must nominate two individuals to undergo a coaching course each season.
4. PLAYER REGISTRATION
a. All participants must be registered with the Basketball Association of Wales (BAW) and Clubs must provide the SWV Basketball Association with a list of their registered participants on the SWVBA Participants Register
Form.
b. Up to December 31st. a player may transfer from one team, or club, to another by notifying the league
fixture secretary, this player can only transfer once. The transfer must FIRST be confirmed by the
officers of the association. Only exceptional circumstances will be considered after this date. No player
will be allowed to transfer after December 31st if he / she has represented the original team after this date.
c. JUNIOR AGE LIMITS
To compete at under 12 players must NOT be born on or before 31st August 1996, to compete at under 14 players must NOT be born on or before 31st August 1994, to compete at under 16 players must NOT be born on or before 31st August 1992 & to compete at under 18 players must NOT be born on or before 31st August 1990. Any club wishing to protest about the age of a player, must notify the league secretary in writing.
d. The use of an unregistered participant or a participant who is otherwise inelligible (including through suspension) will result in a fine of £10 for each offence and possible forfeiture of the match points.
e. No club may play more than three Senior players who hold EBBA National League licences in any competition in the SWVBA.
5. DUTIES OF THE HOME TEAM
- Must confirm the match SEVEN or more days before the match date
- To provide :- a match ball approved by the referee (see 8 (g))
a competent scorer.
a competent time keeper
the official game clock
the official score sheet that shows free throws missed as well as free throws scored
a scoreboard visible to players & coaches
adequate changing facilities
Clubs failing to provide the above will be fined £5 for each offence.
- To pay officials’ expenses/fees in cash before the commencement of the game.
- To send the scoresheet and statistics sheet, with the points scored, three pointers & free throws taken & scored by each player totalled up, to the fixture secretary within three days of the match being played. Clubs failing to do so will be fined £5 for each offence
6. DUTIES OF ALL TEAMS
a. To wear a uniform and adequately numbered kit.
- The coach or captain of each team is responsible for ensuring that bona fide players names are on
the scoresheet and their BAW licences are available for inspection by the referee prior to the commencement of the game. Failure will incur a £20 fine.
c. When a game is not played due to non arrival of a team, the offending team may be liable for
players travel, court hire & match officials fees. Also, unless exceptional conditions prevail, they will
lose the game by default
7. CONDUCT
a. Misbehaviour & bad language on & off the court or anywhere where the Association could be held in
disrepute will not be tolerated.
b. Intimidation of match officials or any member of the opposing team will not be tolerated.
c. The league has the right to fine players and clubs.
d . The league has the right to suspend or ban players or clubs. Clubs under suspension will not be
allowed to re-arrange games due to be played during the suspension period. In the event of a club
being banned from the league, all games involving that team will be void .
8. LEAGUE ISSUES
a. League points
2 points are awarded for a win.
1 point is awarded for the losing team.
0 points for a forfeited game.
2 points for a claimed game.
1 point deduction for failing to play a fixture, with a £20 fine for the first offence, £25 fine for the second offence and a £30 fine for each offence therafter. These fines are reduced by 50% for Junior teams
b. A claim must be sent to the fixture secretary for all unplayed games, failure to do so might result in a loss
of match & bonus points. If any team fails to turn up, rule 6(c) is invoked. The home team must claim the
game in writing with full report of costs to be claimed.
PROCEDURE FOR A CLAIM
A claim must be received by the fixture secretary within 3 days of the match date. A claim is to be written
across a scoresheet.
Should a match be postponed by mutual agreement between the two club secretaries, the rearranged game
will be regarded as a completely new fixture. Within 3 days of the decision to postpone, the Fixture Secretary must be informed of the mutually agreed date of the re-arranged fixture. The season will not be extended to include postponed fixtures.
c. Result score sheets and statistics sheets must be sent to the fixture secretary by home teams & must be
received within 3 days of the match date.(see rule 5c)
d. The league shall not be decided on aggregate score. If two or more teams finish top of the league with an
equal number of points, then a play-off on a neutral court will decide the league winner.
e. In a dispute of any nature, the decision of the association executive will be absolutely final.
f. All Senior, U/18 and U/16 league games will be played as per the current FIBA rules. Rules for tournaments
and for U/14 and U/12 competition will be decided upon by the SWVBA.
- The match ball for all Male competitions from U/14 to Senior will be Size 7. The match ball for all Female competitions from U/14 to Senior will be Size 6. The match ball for all U/12 (and lower) competitions will be Size 5.
9. KO CUP / PLATE
a. All rounds are played on a home and away basis, with progression to the next round being by aggregate score, except the Final (s) which will be played as one match on a neutral court. Officials for the Final(s) will be arranged by the SWVBA.
b. Teams knocked out in the first round stage of the KO CUP will go into the KO PLATE competition.
c. The draw for each round of the KO competitions will be made by the SWVBA Management Committee.
d. At the end of normal time in the first leg of a round, no overtime will be played in the event of the teams being equal on points.
e. At the end of normal time in the second leg of a round, overtime will be played if the teams are equal on aggregate score only, but not if the score is equal only in that leg.
f. If overtime is necessary, it will consist of 5 minute periods until the tie is resolved (as per FIBA Rules).
g. A player may only represent 1 team in the KO CUP / PLATE.
